Australia Extends Anti-Dumping Duty on Galvanized Imports from Three Southeast Asian Countries
Mining News Pro - According to the reports, Australia has decided to extend a five-year anti-dumping duty (ADD) on galvanized steel from Taiwan, China and South Korea after the completion of review last week.

The anti-dumping duty on Taiwanese steel exporters is higher than that on their Chinese and South Korean counterparts. This is because Taiwan was Australia’s second largest source of galvanised steel imports in 2017 with sales of USD 7.71 million and market share of around 6% just behind Japan’s share of 14% according to country’s customs data.

With the ruling going to take into effect from 5 Aug’18, Taiwan’s Chung Hung Steel Corp and Synn Industrial Co. would be subject to an anti-dumping duty of 10.2% and 6.1% respectively. While Yieh Phui Enterprise Co. would have to pay a 2.4% duty and other Taiwanese galvanized steel suppliers are to face an anti-dumping duty of 28.2%.

The ADD on Chinese galvanised steel exporters ranges from zero to 20.6%, and South Korean counterparts range from 2.4% to 13.7%, according to filings by Australia’s Anti-Dumping Commission.

However, the impact of this anti-dumping duty on Taiwan is expected to be limited as Taiwanese steelmakers have gradually lowered their galvanized steel shipments to Australia since the anti-dumping duty was launched in 2013.

In the first five months of 2018, Taiwanese galvanized steel exports to Australia decreased by 18.6% year-on-year basis to USD 3.5 million, with a market share of 6%.

The past events

In Aug’13, the Australian Customs and Border Protection Service has imposed a definitive anti-dumping duty on imports of products below coming from China, Chinese Taipei and South Korea:

• Zinc coated galvanised steel (flat-rolled products of iron and non-alloy steel of a width less than 600mm and equal to or greater than 600mm, plated or coated with zinc)

• Aluminium zinc coated steel (flat-rolled products of iron and non-alloy steel of a width equal to or greater than 600mm, plated or coated with aluminium-zinc alloys, not painted whether or not including resin coating)

The products subject to ADD are classified under the following HS codes: 7210.4900 and 7212.3000 for zinc coated galvanised steel and 7210.6100 for aluminium-zinc coated steel. The investigation for the same was initiated in Sep’12 based on the complaint filed by Australia-based company Bluescope Steel Limited.
